commissioners and staff to welcome you back to the san francisco port. and this historic pier 48. pier 48 as you may know was one of the last piers built right before world war ii. it was built in concert with pier 45 and fisherman's wharf in the changes of technology in cargo movement. those changes were stimulated by the fact that we had two bridges opening up here in the bay. and our opportunities to move cargo changed by vessel and rail to also by truck. pier 48 as you can see is much like all the other piers you are familiar with. it has a great large and long apron for cargo to be shipped and stored and out into distribution. the difference of pier 48 than others you know. on this side is a second transit shed with another apron. in the middle is a long divide. that's where the rail cars and the trucks came in to pick up the cargo. across the way is seawall lot 337. that was filled in by the santa fe railway. in order to create a new headquarters for their train movement. that would go down the peninsula and out into the greater california area. and seawall 337 known as lot "a" and pier 48

in september of last year, and we talked at that time about arrest reporting in san francisco and specifically about ucr, race reporting and ethnicity reporting. the first two slides are from that presentation just as a refresher what we talked about then and the remaining three are from this presentation. so going back what we talked about is why we were reporting the way we were reporting -- what race codes we were choosing and why, and what i wanted at that time is that we report crime by race according to the california department of justice, which is the middle box. the california department of justice requires that we report the races that you see there, and they define hispanic as an ethnicity, not a race. that's why you didn't see it as one of our race codes. you see it in order so the white house of management and budget has made a change to the race codes so they now include what you see there. white, black, american indian, alaskan, and pacific islanders -- i don't know how they occur but that's what they are currently. california department of justice is still the same that y

people of my involvement their shock to hear that san francisco is in major definition of human trafficking. they think it is people from other parts of the world. there are also so many right here, from our own bay area communities. in the city that is out of human trafficking we are also committed to being an agent of change. i want to give you a brief history of sf cat, san francisco collaborative against human trafficking. in response to what we saw is a growing problem, four organizations formed up in 2008, the jewish coalition against human trafficking; national council of jewish women, jewish reel fund, -- we then realize would needed a wider coalition in order to be more effective we reached out to a large variety of the government sectors. in february 2008 the jewish coalition held a conference against human trafficking which included agencies such as the san francisco commission on the status of women, representative of the mayor's office and other nonprofits. this event also attracted members of the state assembly and a few congressional offices. at a meet

amending the san francisco administrative code section 14b.2 and related provisions to increase contracting opportunities to certified public utilities commission local business enterprise and to make corresponding technical changes >> thank you very much, president chiu. >> thank you, mr. chair and colleagues, i appreciate your consideration of the legislation in us today to continue changes to our city's local business enterprise ordinance to increase contracting opportunities for so-called certified puc lbe, which are small businesses located within our regional water service area, but outside of the boundaries of san francisco. the puc lbe program was created in 2006 to allow small business that operate within our puc water service area to compete for work on the water system improvement program; as know the wisp program has two-thirds of costs being paid by regional water customers of the sfpuc and so the thinking in 2006 it was appropriate for those communities that pay for our water systems improvement to also yield the local economic benefits that are certified puc lbe contractin

's obviously some incredible events that have occurred. and for me as mayor of san francisco, i know that the chief and i and supervisor cohen and dr. campbell and the whole public health staff have always had dialogue and been concerned especially when there is an uptick in june of this year on violent crime and homicides in san francisco. and, so, we've been working together on creating a program which i announced some months ago, the ipo program, the ability to work on things that would interrupt and intervene earlier in the behavior patterns of people that would be both victims and perpetrators of violent crime in our city. to support the police department and law enforcement system of doing more predictive policing using both data and technology to help us do that. and then, of course, i think the most important part is to organize our communities and work with community-based organizations, families, religious groups, and everybody that's on the ground to find more ways to intervene in violent behavior out there and utilize resources such as education systems, our community job

how to revise the impact on war on drugs in san francisco particularly the disproportionately role in the african-american community and i am glad the police commission heard the testimony tonight and i will be ahead to work with both groupings. >> thank you. >> can i ask you a question? there is the study side, the intellectual side and the people side. one of the complaints that the community has often said the police don't do anything about people selling drugs in our community and they have almost demanded -- can i say that, almost loudly that they come and do something which probably at some point -- i mean sometimes they get people's ear. sometimes they don't. that's probably has exacerbated the failed war and all that kind of thing, but how do you respond to community people when they say -- because obviously one of the complaints that the police do not respond to them and they don't care and a way of showing -- whereas if this was happening out in another area you would do something about it, so if they come and do something about it there are other things. i am curious

. and you're a resident of san francisco? >> yes. >> thank you. next, maria leclair. >> good afternoon, supervisors, i'm mapper raoe ya leclair, i've been in this position for 19 and a half years and i also supervise on the wic program director, wic is the women, infant and children supplemental nutrition program for low-income women, infants and children up to the age of 5. i have been a wic director for different agencies, i was in san mateo and i also worked in the central valley at a federally qualified health center for 35 years now, and my passion has always been nutrition and how to get food to those in need. here in san francisco, we have an outstanding program, we serve breastfeeding women, we have a peer counselor project by feeding promotion project that we are very, very proud. we are also committed to making or pushing or encouraging i guess i should say the birthing hospitals here in the city to become baby-friendly. so far, out of the only one that is baby-friendly is san francisco general hospital, so we're pushing the other ones along. i have a passion for working here

school. how's it going out there. how do you feel about san francisco giant chamber? pretty amazing. we definitely wouldn't have done it without the help of everyone in san francisco. there were so many people who were involved just besides us and i think if you look back at what really went on in the playoffs we made a decision when we were detain 2 games from the cincinnati reds. we had an easy decision to make. it would have been pretty easy to give up. i remember we heard on the radio that there was no way the 70 giepts were going to win. well, we decided to make a decision we weren't going to play four ourselves we were going to play for each other. we didn't care if with had to win a hundred games we were going to win that day. it's the same challenge we ask i. there's a decision everyday between what's right. and what's easy. it's easy to look away but i've been in a lot of cities and san francisco is one of the most beautiful places i've ever been in my life. i absolutely love it here he every time i go to the park i'm so happy. you can't compare it to anywhere. you guys are s

, this is, again, one of those san francisco moments, right? we don't do things easy and we want to do things that are pushing the envelope. and one of the things that we're pushing the envelope on is trying to look at how we provide for the services for the families. and one of the things that this unique to this development is that we have the campaign for hope sf. and this is a campaign which is -- whose goal is to raise $25 million for funding of what they would call transformative or disruptive social services for the residents. the goal is to help the city overall do thing better, to find new things, to new services to provide, and to really transform the lives of the residents of today and tomorrow. as the mayor said, it's not about the bricks and mortars. it's about the lives of the people and the foundations are going to be a big part of that along with trent rohrer and hsa and the other city departments going forward. so, i'd like to introduce rich gross.
